Gas Utilization Through Processing and Distribution Reforms in Nigeria's Petroleum Industry Act
Abstract
Nigeria possesses Africa's largest proven natural gas reserves, and persistently flared associated gas for over six decades, incurring cumulative economic losses estimated at US$56.75 billion in direct revenue and US$120.15 billion in broader opportunity costs between 2002 and 2024. The enactment of the Petroleum Industry Act (PIA) in 2021 introduced a comprehensive regulatory architecture designed to utilize gas from waste disposal into a commercial resource stream. This article critically examines the midstream and downstream processing and distribution reforms in Nigeria's PIA framework, evaluating effectiveness through systematic review of empirical studies, regulatory instruments, and operational data. Drawing on quantitative research demonstrating that post-2018 flare tariff increases achieved a statistically significant 9.26 %-point reduction in flaring volumes at the 1% significance level, this paper argues that regulatory stringency interacts with infrastructure availability to determine outcomes. The analysis reveals that the critical constraint has shifted from upstream prohibition to midstream offtake capacity, processing infrastructure, and distribution network adequacy. We highlight institutional innovations that have been developed, yet governance challenges threaten implementation. This article proposes an integrated framework prioritizing modular processing technologies, virtual pipeline distribution models, aggregation strategies, and stringent fiscal accountability mechanisms to actualize the PIA’s mandate of converting wasted flare gas.
